With a rising population, inflation, the cost of war, and other factors, the economic health of American states was deteriorating. Balancing the budget required either raising taxes or cutting services—options that were wildly unpopular with voters.

For politicians faced with these options, the lottery seemed to offer a miracle solution. With no sales or income tax, they could generate hundreds of millions of dollars without enraging their constituents. They could even use the proceeds to pay for a variety of public works projects. Essentially, the lottery was an opportunity for them to create “budgetary miracles.” The results were, as it turned out, a mixed bag.
